Activities related to energy production and consumption are the main sources of carbon dioxide emissions. Vigorously promoting carbon emission reduction in the energy sector is an important measure to achieve carbon peaking and carbon neutrality and to accelerate the construction of a modern energy system. Since the 18th National Congress of the Communist Party of China, various regions and relevant departments have formulated a series of policies and measures around the green and low-carbon development of energy, and have achieved remarkable results in promoting the development and utilization of clean energy such as solar energy, wind energy, water energy, biomass energy, and geothermal energy. However, the existing institutional mechanisms, policy systems, governance methods, etc. still face some difficulties and challenges, and it is difficult to adapt to the needs of promoting green and low-carbon transformation of energy under the new situation. In order to thoroughly implement the relevant requirements of the "Opinions of the Central Committee of the Communist Party of China and the State Council on Completely, Accurately and Comprehensively Implementing New Development Concepts and Doing a Good Job in Carbon Peaking and Carbon Neutralization" and the "Action Plan for Carbon Peaking Before 2030", with the approval of the State Council, we hereby improve the The following opinions are put forward on the institutional mechanisms and policy measures for the green and low-carbon transformation of energy.
